Excellence in Teaching Awards.Section 1. Such requests may be made as a matter of course, and need not signify any exigency. Elections to the Academic Council occur on a three-year cycle.
Academic Council Committee Members 2018-2019
In the first year of the cycle one member shall be elected from each of the following divisions: 1 fine arts and humanities; 2 mathematics and natural sciences; and 3 social sciences. In the second year of the three-year cycle, one member shall be elected from each of the following: 1 School of Education; 2 Martha and Spencer Love School of Business; 3 School of Communications; and 4 a member of the academic support staff with faculty rank.
In the final year of the three-year cycle, four at-large members shall be elected by the faculty. To serve as a voting member of the Academic Council, a faculty member must be a voting member under the terms of these bylaws, must have two years of service on the faculty, and must hold the rank of assistant professor or above.
No more than two members of the faculty whose principal duties are administrative may serve on the council at any one time. All faculty members who have voting privileges under the terms of these bylaws shall be eligible to vote for members of the Academic Council.

In year three, at-large members will be elected by full voting faculty after nominations are made from the floor. All voting will be by secret ballot. Members of the Academic Council shall take office during the last Council meeting of the academic year and shall serve until their successors are duly installed. In the event of a elective vacancy on the Council, an election shall be held at the next regular meeting of the faculty to fill the unexpired term.
The manner of election shall be the same as that by which the vacating member was elected. The faculty reserves the right of recall of any member of the Council. A two-thirds vote of the faculty shall be required. No member of the Council shall serve for more than two consecutive terms. Section 2. Officers of the Council. Faculty representatives of standing committees who have concerns about issues of shared governance in areas relevant to their committee should report those concerns to the Academic Council. The Council shall consider these concerns and, where it deems appropriate, formally address them in regular Council meetings. On matters deemed to be of general concern, the Council may report directly to the faculty, or request that standing committees do so.
In addition, the Academic Council shall collect formal reports on a yearly basis from the chairs of all standing committees. It shall advise the president on the setting of priorities and the planning of long-range goals for the university.
Where Higher Ed and Public Policy Intersect
The Council shall avail itself of pertinent information that is required to carry out these advisory duties effectively. The Council shall secure consent of persons being nominated. Council shall submit proposed amendments to this statement to the faculty. Approval shall require an affirmative vote of the majority of the voting members present at a regular meeting of the faculty subsequent to the one in which the proposal was presented. Section 4. Academic affairs are the business of the university senate. In some cases the senate and council have equal status under the legislation that established the university. In other cases, such as Australia, the senate is technically responsible to the council, although the council is normally reluctant to enter into a discussion on academic issues.
The membership of university councils consists of people from outside the university, often appointed by governments, along with some staff and, in some cases, students. It is also empowered to request information through appropriate channels from any member of the University administration. In such a case, a majority decision should be articulated in terms of the University's general welfare and constructed to advance this welare.
In its representative role, an important function of the University Council is to inform officers of the University--as well as the citizens of the University at-large--of the views and strength of views held by members of the University community. In this public expression of a heterogeneity of views, without their resolution into an agreement for action, may serve the University Council's advisory purpose authentically, and especially when such a diversity of discourse increases understanding among constituencies in addition to revealing the breadth of considered opinion as a ground for accommodation in subsequent University decision-making It is the continuous obligation of the members of the Council to report to the members of their constituencies about the discussions, the decisions, and recommendations of the Council and to solicit questions and suggestions for presentation to the Council.
